Systems of Decision: The Third Pillar of Enterprise Architecture

After systems of record and systems of engagement, enterprises need systems of decision to power autonomous AI agents. Learn what they are and how streaming data makes them work.

TL;DR: Systems of decision are the infrastructure layer where AI agents receive real-time data, apply context, make choices, and record outcomes. They sit alongside systems of record (databases, ERPs) and systems of engagement (CRMs, apps) as a new enterprise architecture pillar.

Enterprise architecture has organized itself around two pillars for decades. Systems of record, the databases and ERPs that store authoritative business data, emerged in the mainframe era. Systems of engagement, the CRMs, portals, and mobile apps where humans interact with that data, followed as the web matured. Together, these two categories account for the vast majority of enterprise IT spending.

But a third category is forming. As autonomous AI agents move from research demos into production workloads, organizations need infrastructure purpose-built for machine-driven action. This infrastructure does not store master data (that stays in systems of record) and it does not render user interfaces (that stays in systems of engagement). Instead, it receives live data streams, provides agents with the context they need, supports the act of choosing, and preserves an auditable trace of every decision made.

This is the system of decision.

From Record to Engagement to Decision

The pattern is familiar. Each generation of enterprise architecture emerged because a new actor needed a new kind of support.

Systems of record (1960s onward) served back-office operators. Oracle, SAP, and DB2 gave accountants, logistics planners, and HR teams a single source of truth. The design priority was durability: data must survive hardware failures, transactions must be atomic, and schemas must enforce business rules.

Systems of engagement (2000s onward) served customers and front-line employees. Salesforce, Zendesk, and custom web apps gave people a way to interact with business data through intuitive interfaces. The design priority was usability: low latency for reads, responsive UIs, and personalization.

Systems of decision (emerging now) serve autonomous agents. These agents, whether they handle procurement approvals, fraud review, inventory rebalancing, or customer service triage, need something neither of the first two pillars was designed to provide. They need continuous data feeds rather than query-response patterns. They need contextual state assembled from multiple sources, not a single table. And they need decision traceability baked in at the infrastructure level, not added as an afterthought.

The shift is not theoretical. Organizations running agents in production today are already building this infrastructure, even if they have not named it yet. The label matters less than the recognition that agents have architectural needs that existing systems do not meet.

What Makes a System of Decision

A system of decision is defined by four capabilities that work together in a continuous loop.

Real-time data ingestion. Agents cannot act on stale information. A fraud detection agent reviewing a transaction needs the customer’s latest account activity, not a snapshot from last night’s batch run. The system must ingest change events from operational databases, message queues, and external APIs as they happen.

Context assembly. Raw data streams are not enough. The system must join, enrich, and shape incoming events into the contextual frames that agents consume. For a supply chain agent, that might mean combining a purchase order change event with current inventory levels, supplier lead times, and shipping cost tables, all within milliseconds.

Decision execution. The system provides the runtime where agents apply their logic, whether that logic lives in a rules engine, a machine learning model, or a large language model. This is not just “calling an API.” It includes managing agent state across multi-step workflows, handling retries on failure, and enforcing guardrails that prevent agents from exceeding their authority.

Trace storage. Every decision an agent makes must be recorded with enough detail to reconstruct the reasoning later. This includes the input data the agent received, the context frame it used, the action it selected, and the outcome that followed. Trace storage is not optional; it is a regulatory and operational necessity for any enterprise running autonomous systems.

These four capabilities distinguish a system of decision from a general-purpose data platform. Remove any one of them and agents either cannot function or cannot be trusted.

Why BI and Analytics Tools Do Not Fill This Role

The natural question is whether existing analytics infrastructure can serve as the decision layer. After all, data warehouses already aggregate enterprise data, and BI dashboards already inform decisions.

The answer is no, for three structural reasons.

Latency model. Data warehouses operate on batch or micro-batch schedules. Even “near real-time” warehouse ingestion typically runs on intervals of minutes to hours. Agents making operational decisions need data that is seconds old, not minutes old. A warehouse refresh cycle that works fine for a Monday morning dashboard is unusable for an agent approving purchase orders as they arrive.

Audience. BI tools are designed to present information to humans who then decide what to do. The entire output model, visualizations, drill-downs, natural language summaries, assumes a person is in the loop. Systems of decision feed structured data directly to agent runtimes. There are no charts, no dashboards, and no human interpreting the output before action is taken.

Feedback loop. In a BI workflow, the cycle is: data arrives, analyst reviews, analyst acts, outcome is recorded somewhere else. In a system of decision, the cycle is: data arrives, agent acts, outcome is recorded in the same system, and the next decision incorporates that outcome. The feedback loop is closed and continuous, not open-ended and manual.

This does not mean BI tools become irrelevant. They remain the right tool for human analysis and strategic planning. But they serve a different actor (humans) with different timing requirements (batch is acceptable) for a different purpose (understanding, not acting).

The Role of Streaming Infrastructure

Streaming data infrastructure is the foundation that makes systems of decision possible. Without it, the real-time ingestion and context assembly capabilities described above simply cannot exist.

Change data capture (CDC) is the critical link between systems of record and systems of decision. CDC watches operational databases for every insert, update, and delete, then publishes those changes as a continuous event stream. This means agents always have access to the latest state of business data without placing read load on production databases.

Stream processing then transforms those raw change events into the enriched context frames that agents need. A single CDC event, such as “order status changed to shipped,” can trigger a stream processing job that joins the event with customer profile data, delivery SLA terms, and notification preferences, producing a complete context packet that an agent can act on immediately.

The combination of CDC and stream processing creates what amounts to a real-time nervous system for the enterprise. Data flows continuously from where it is stored (systems of record) through where it is transformed (the streaming layer) to where it is acted upon (the agent runtime within the system of decision).

Architectural Components

A production system of decision typically includes five components.

CDC connectors that capture changes from every relevant source database. These must handle schema changes gracefully, support exactly-once delivery semantics, and scale to high transaction volumes without degrading source database performance.

A stream processing engine that transforms, joins, and routes events in flight. Apache Flink is the most common choice here, offering stateful processing with strong consistency guarantees. The stream processor is where context assembly happens: raw events enter, enriched context frames exit.

A context store that maintains the current state agents need for decisions. This might be a key-value store holding the latest customer profile, a graph database representing entity relationships, or a vector store supporting similarity search. The context store is continuously updated by the stream processor.

An agent runtime that executes decision logic. This is where the actual choosing happens. The runtime manages agent lifecycles, enforces authorization policies, handles multi-step workflows, and integrates with external services the agent needs to call.

A trace store that records every decision with full provenance. Each trace entry captures the triggering event, the assembled context, the decision made, and the resulting action. This store must support both real-time monitoring (is the agent behaving correctly right now?) and historical audit (why did the agent make that choice six months ago?).

A new actor, the autonomous agent, requires new infrastructure designed around its specific needs: real-time data, assembled context, decision execution, and auditable traces.
